The contractor was arrested within hours of the two-storey construction he supervised crushing, killing three and leaving several others injured.
The people caught up in the debris were rescued by Kenya Red Cross officers, who responded from the Kisumu County government.
After a thorough search in the building and accounting for everyone working in the site, the rescue search was called off in the evening hours.
Six out of the big number pulled out of the building are still hospitalized.
Witnesses commented that the building, having had huge cracks, was a time bomb waiting to explode.
